REF provides targeted assistance to individuals and families experiencing vulnerability in Malaysia. All support is assessed on a case-by-case basis and subject to available funding.
Our Priority Populations
REF was established to support refugees and asylum seekers and has since expanded to serve other vulnerable communities. While we prioritise the following groups, support is not limited to them and is assessed on a case-by-case basis.
Refugees & Asylum Seekers
Individuals forced to flee their homes due to conflict, violence, or persecution. Legal status is not a determining factor for support.
Stateless Persons
People not recognised as nationals by any country, who often face barriers to healthcare, education, and legal protection.
Migrants
Migrant individuals and families in situations of vulnerability who fall outside other support systems.

What We Support
Medical Support
Support for urgent and ongoing health needs, including hospital care, treatment-related costs, and medical referrals.
Rental Support
Short-term housing support to prevent eviction or homelessness for individuals and families in crisis.
Food / Basic Needs Support
Essential food and daily necessities for individuals and families with intersecting vulnerabilities.
Burial & Memorial Support
Limited assistance to help families cover burial or cremation costs with dignity during times of loss.
Referral Process
Register as Caseworker
Submit the Caseworker Registration Form. If approved, you'll receive an email with a unique code to access the intake forms — then you can submit referrals anytime using the same code.
Check Eligibility
Before applying, please read and understand the REF Eligibility Guidelines, the Safeguarding & Code of Conduct Policy, and the Data Protection & Privacy Policy.
Submit Case Referrals
Complete the intake form, which includes client consent, client personal information, the request type (Medical, Rental, Others), and supporting documents.
Verification & Approval
The REF Committee verifies the information and documents, reviews the eligibility criteria, and checks funding availability. You may be contacted for more information if needed.
Support Provided
If the case is approved, REF may accompany clients to appointments, make payments as needed, provide translation, negotiate with landlords to avoid eviction, and refer to other organisations.
